Kasai contacts your roster vendors first, in the order you set, respecting on-call windows and rate cards. If no roster vendor is available, the agent searches the local marketplace and ranks nearby options by rating, price and distance. Then it dispatches the best match and notifies the tenant — without waking anyone up.

Emergency path

Emergencies don’t sit in a queue.

When the classifier lands on Emergency, the agent enters a separate workflow: outbound voice call to the on-call vendor, immediate tenant reassurance with hold-down-the-fort instructions, parallel notification to affected neighbors (the unit below a leak, etc.) and a bypass of the standard review queue within the emergency spend cap you set. Everything still logs. Everything still shows up in your morning report. Humans get woken up only for things that actually require them.
